POLL: Will You Buy An Xbox One Or PlayStation 4? - Business Insider

Microsoft just revealed?their new weapon in what will be the newest next gen console wars, the?Xbox One. Already, discussion threads asking "will you buy Xbox One or PS4?" are popping up in gaming forums around the internet.?

This is an old debate that goes back as long as competing gaming consoles have released together. Nintendo versus Sega Genesis. PlayStation versus Nintendo versus Sega. Xbox versus PlayStation 2. Xbox 360 versus PlayStation 3. Evolution versus Creationism. It gets that heated.?

Each console cycle the debate rages anew, illogical fanboyism reaches feverish heights, and new trolls are born and slain in equal measure.?

Today's Xbox One reveal will set in motion a new generation of arguments about frame rates, graphics comparison, first party exclusive game titles and the ever popular computing horsepower fights.?

The prices for each system are likely to be about the same -- around $350 dollars give or take -- making purchasing both at the same time unlikely for most people.?

Xbox One is angling to be more of the "everything" console with Skype chat, Snap, TV integration, and even exclusive shows like a?Steven Spielberg produced Halo series.

Sony is betting on less of an all encompassing entertainment approach and focusing ?on a "games for gamers" appeal.?

Both will be nasty, nasty machines in their own ways.

UC Irvine discovery is confirmed by observatories around the world

Irvine, Calif. Two hungry young galaxies that collided 11 billion years ago are rapidly forming a massive galaxy about 10 times the size of the Milky Way, according to UC Irvine-led research published Wednesday in the journal Nature.

Capturing the creation of this type of large, short-lived star body is extremely rare the equivalent of discovering a missing link between winged dinosaurs and early birds, said the scientists, who relied on the once-powerful Herschel space telescope and observatories around the world. The new mega-galaxy, dubbed HXMM01, "is the brightest, most luminous and most gas-rich submillimeter-bright galaxy merger known," the authors write.

HXMM01 is fading away as fast as it forms, a victim of its own cataclysmic birth. As the two parent galaxies smashed together, they gobbled up huge amounts of hydrogen, emptying that corner of the universe of the star-making gas.

"These galaxies entered a feeding frenzy that would quickly exhaust the food supply in the following hundreds of million years and lead to the new galaxy's slow starvation for the rest of its life," said lead author Hai Fu, a UC Irvine postdoctoral scholar.

The discovery solves a riddle in understanding how giant elliptical galaxies developed quickly in the early universe and why they stopped producing stars soon after. Other astronomers have theorized that giant black holes in the heart of the galaxies blew strong winds that expelled the gas. But cosmologist Asantha Cooray, the UC Irvine team's leader, said that they and colleagues across the globe found definitive proof that cosmic mergers and the resulting highly efficient consumption of gas for stars are causing the quick burnout.

"Finding this type of galaxy is as important as the discovery of the archaeopteryx was in understanding dinosaurs' evolution into birds, because they were both caught at a critical transitional phase," Fu said.

The new galaxy was initially spotted by UC Irvine postdoctoral scholar Julie Wardlow, also with Cooray's group. She noticed "an amazing, bright blob" in images of the so-called cold cosmos areas where gas and dust come together to form stars recorded by the European Space Agency's Herschel telescope with important contributions from NASA's Jet Propulsion Laboratory in Pasadena. "Herschel captured carpets of galaxies, and this one really stood out."

Follow-up views at a variety of wavelengths were obtained at more than a dozen ground-based observatories, particularly the W. M. Keck Observatory in Hawaii.

18 Self-Publishing Questions and Answers ? The Book Designer

Once in a while I like to reach into the Mailbag and answer some of the many self-publishing questions I get every day.

Here?s a representative sampling from the last few months. If this inspires you to ask your own question, go ahead and leave it in the comments where everyone will be able to profit from the exchange.

Q: When typing my manuscript I have it double spaced, but when it?s in print or on Kindle, what?s the spacing? The reason I ask is I?m trying to decided on the size, so as not to make it too bulky. It appears to me that it looks like 1.5?
A: We don?t use line spacing when typesetting books, we use ?leading? which is an exact measurement between lines, and it really depends on the design, the font, and the kind of book you?re doing, but you could start with 1.5 and see how it looks.

Q: Joel, can you do a print on demand or offset run of 50 to 100 in hardcover with library stitched (not side-stitched, and definitely not a paperback with hardcover glued on like some of them)?
A: You can do a sewn book?either paperback or hardcover?with an offset printer who has a proper bindery. There may even be digital printers that I offer this service, but keep in mind that to produce 100 copies of a sewn casebound would be quite expensive on a per book basis.

Q: I am publishing by CreateSpace, I have 2 questions: I am selling digital version of a new and unpublished book to one company, for free distribution, the paper version could be for sale by Amazon and CreateSpace. Must I wait or can I have it on Amazon while I sell the digital version? Should I have a different ISBN?
A: You need a different ISBN for each different version (print, ebook, etc). You should not put a version of the book up for free if it?s for sale elsewhere. You can sell on Amazon and other locations, and you can sell print at the same time as digital.

Q: I?ve read many articles about formatting novels, the different options in regards to using a traditional word processing program like Word, hybrid choices, specific programs, etc. What I don?t understand is why a double-spaced page of a novel using Times New Roman 12 point font looks so huge when independently printed from a Word file, compared to a traditional big publisher. Is it in the layout design? Am I missing something?
A: I understand that this can be confusing. From Word you are probably printing an 8.5? x 11? page, which is much larger than most trade books. And most books are not typeset in Times, a font that?s not commonly used for books. Your double-spaced page also has a lot of space between the lines compared to a typeset book. And finally, most books in my experience are typeset in 10 or 11 point type, 10-20% smaller than the 12 point you are using.

Q: I have a question in regards to ISBN numbers and was wondering if you could help me. AuthorHouse published my book in print then produced a electronic copy. However I now want to publish it myself. I understand I will need a new ISBN? Can I do this? I own copyright. Can I stop AuthorHouse from providing my book on Amazon and replace it with mine?
A: You will need to have a close look at the contract you signed with AuthorHouse to discover exactly how to get the rights to your book back. You may own the copyright, but your agreement with the publisher most likely grants them exclusive right to print and sell the book, that?s the rights you licensed to them. If you have trouble with the contract language I urge you to consult with an intellectual property attorney. Be assured that you will be better off in the long run if you take control of the book yourself.

Q: My book is an autobiography of my life. I had been to prison many times. And when I got out of prison I checked into a University and from there my life just skyrocketed. The fact is that I am 6 foot nothing, 100 and nothing skinny white kid in a jungle (prison) where I survived. Lions, tigers and bears (gang members, big guys, thugs) were being killed and clipped off. But here was I, this rabbit surviving in this jungle. It also can mean corporate america. Where corporate america is the jungle and the rabbit is the person who cant get a job because he is a felon. So what genre would I go after? I?m thinking people that have struggled. Former prisoners. But those people don?t read.
A: Thanks for your note. I agree that one of the important things you need to do is identify likely audiences for your book, and with memoirs that can be challenging. It sounds like there?s a strong self-help element embodied in the book and, if that?s true and you can offer specific help, tips, step by step actions people can take to emulate your success, you should probably go after the self-help market. A person who overcomes obstacles to find success, then puts them into a form that others can use and offers the result can work well, and it?s a story we are familiar with and we react to.

Q: What do you mean by ?link bait??
A: I?m using the phrase ?link bait? for articles specifically designed to attract links from other sites, and resource posts (articles with links to lots of resources) are a good example. ?Trackbacks? is a WordPress term that simply means another site has linked to one of your articles, in which case a link will appear under the Comments section on your blog.

Q: I am self-publishing my third book. It is comedy and poetry. My concern is space. After a comedy writing, if there is some space left on the page, does it look unprofessional to leave it empty? Or should I try to fill in the extra space on the page with another smaller writing? Some of my writings are just a 1/4 page long. Would this be okay to leave the rest of the page empty?
A: For books with only one entry (of whatever kind) on a page, it?s perfectly acceptable to leave the rest of the page blank, and I would encourage you to not just ?find copy? to fill the space, since it?s likely to dilute the overall effect of the book.

Q: If I had seed money, I could perhaps hire someone like you. I have what I believe to be a great niche market. Wish me luck on getting the word out to them!
A: It doesn?t take much to get started blogging in your niche market, and I would suggest if you haven?t done so you start on that now because you?ll be glad to have the support once you get to the point of publishing your book.

Q: I am wondering how the copyright page inside a book works when you write under a pseudonym. Do I have to put my name, or can I put the pseudonym and not run into any problems?
A: Yes, you can use the pseudonym on the copyright page, and list both names on your copyright registration form.

Q: I have a simple question that is holding me up in my final stages of self-publishing. Regarding barcodes ? Do I NEED to purchase them via Bowker (like an ISBN number) or is there some way around their absurd (to me) $25.00 fee? I have seen some ?free barcode generator? stuff online but I am not sure if there is some negative aspect to going the ?free? route (???). Also, regarding the ISBN number/Bowker registration, is there, perhaps, some advantage to registering under a company name rather than under my own personal name?
A: You don?t need to buy your Bookland ean barcode from Bowker, although I would avoid the ?free barcode generator? software since it?s difficult to determine how reliable the barcodes are. If you publish at LightningSource, you?ll find that they have a free cover template generator on their site that will produce a barcode along with the cover template. Alternately, check out barcodegraphics.com who sells barcodes for (last time I checked) $10. And yes, I would suggest using a publisher name instead of your own name when you register with Bowker.

Q: I am assisting my Pastor with reprinting his book. It was originally published with AuthorHouse and when we left and purchased the art cover files and the galley they removed all of the information on the copyright page. This included all the information, copyright, artist, editors, and more. We are adding three pictures to the book and the only text changes that will be done will be small corrections to errors in spelling or removal on a typo not caught with first release. So what are we required to print on the copyright page based on our situation? The ISBN was through AuthorHouse. Do we need to buy another now? Will the additions and corrections make this a second edition? And does AuthorHouse hold the ISBN we previously had?
A: It?s good that you got the rights and materials back. They own the ISBN so you will have to get your own ISBN. If you take your book to CreateSpace for printing and distribution, they will give you one for free or at a very low cost depending on your needs. The usual guideline is that changing 10% of the book will make it a new edition. You can copy the old copyright page, or you?ll find a guide to everything you need to know about the copyright page here.

Q: While one cannot use lyrics of songs in novels without running into some kind of problem, is it permissible to describe lyrics in your own words? How does that work?
A: You can use lyrics, but you have to get permission first. If you don?t use the actual lyrics, you don?t need any permission.

Q: Can you have the identical book published by 3 different publisher outfits, like
All about Cats ? published by ABC
All about Cats ? published by DEF
All about Cats ? published by GHI
all the exact same book, only each book would have a different ISBN?
A: That?s not the best way to proceed. If the books are identical, I would suggest buying your own ISBN and using the same one on all identical printings.

Q: Having a tough time scheduling book signings. Any tips???!! Also, have been trying to get involved with a local bookstore chain in San Antonio. Having problems getting callbacks. Any suggestions?
A: The best bet is to emphasize to bookstores first, the value your book will bring to their customers and, second how you plan to get people to come into their store for your event. Those are the things the bookstores are concerned with. Also, find out who is responsible for bookings or who is the book buyer and address everything only to them.

Q: I am so screwed! Excuse the vulgarity, but there?s no other word. I published in 2012 with Abbott Press. I wanted the best I could get for my book, so bought the best package. At their discount, I still paid them $5,800. I am more than thrilled with the book! It looks good and is exactly what I wanted. I have been promoting myself at book signings and I?m so busy marketing my book, there hasn?t been time to write book #2. I?m just not sure I can ever find the time to do all that actual self-publishing requires. With a regular day job that happens to be at night, I?m burning the candle way too low. What?s a person to do? I?m overwhelmed!
A: Don?t despair. Book marketing is a marathon, not a sprint, and you don?t have to do everything at once, or even this year. You?ll do better building a platform and a base of fans, and that takes time. Try to develop a long-range plan that allows you time to write, and stick to it. You?re probably making more progress than you know, it?s just hard to measure on a week to week basis.

Q: If I had a real life experience that happened to me and the perp was not ever convicted or arrested am I allowed to write a book on my life story of sexual child abuse? I want to write a book about my life story, it happened to me so I thought I am right about writing about what happened to me. My reason is I want to shed light on the subject of Church and abuse. Our church does not let scandals get out. They hide it very well.
A: Of course you don?t have to ask anyone permission to write about your own life. Be aware though that if you name real people and attribute criminal acts to them, it would be best to consult a lawyer before you publish the book.

Q: I did it the wrong way round. At the request of someone else, I wrote a book about her mother?s experiences in France during World War II. Mainstream publishers said war heroes had to be male for a wartime book to sell. I said ?fiddlesticks,? but now can?t figure out who my target market is. Who is interested in female heroes, war, France, escape? How do I go about it since the book is already written?
A: Memoirs are often written exactly as you have, so that won?t hold you back. The best advice I can give you is to search out other books with similar content that have been successful, and from that try to find out how they appealed to readers, what the authors do to promote their books, and anything else you can glean from them, because they have already solved the problem that you are facing.

Star Trek Into Darkness writer apologises for underwear scene

Damon Lindelof, the writer of Star Trek Into Darkness, has apologised for a "gratuitous" scene during the new sci-fi sequel in which British actor Alice Eve appears in her underwear.

Lindelof, who is also the co-creator of Lost, took to Twitter after fans pointed out the unnecessary nature of the offending segue, in which science officer Carol Marcus strips down to a bra and knickers while preparing to pull on a special torpedo disarming outfit.

"I copped to the fact that we should have done a better job of not being gratuitous in our representation of a barely clothed actress," he wrote, adding: "We also had Kirk shirtless in underpants in both movies, [but I] do not want to make light of something that some construe as misogynistic. What I'm saying is I hear you, I take responsibility and will be more mindful in the future."

Lindelof's follower Kristen McHugh summed up the general response to the scene when she wrote: "I kinda enjoyed that Dr Marcus told Kirk (and the audience) to put their eyes back in their heads. But overall: less male gaze, more speaking and non-object roles for women, please." User Devon Faraci wrote: "You had [Kirk] shirtless both times in situations where it made sense. Carol's scene was gratuitous."

However, another of Lindelof's followers, Mark Newbold, wrote: "I can't tell if you are being serious or tongue in cheek. I hope the latter. Trek is supposed to be sexy and randy, it always was." And user Chris Blohm added: "Damon, please don't feel as if you have to skimp on future Kirk/underpant situations because of this."

Damon also appeared sheepish in an email to MTV on the subject. "Why is Alice Eve in her underwear, gratuitously and unnecessarily, without any real effort made as to why in God's name she would undress in that circumstance?" He asked. "Well there's a very good answer for that. But I'm not telling you what it is. Because... uh... MYSTERY?"

Michael Geist - Next on the Canadian Copyright Reform Agenda ...

With the latest phase of Canadian copyright reform now complete, the government may soon turn to the question of what comes next. Given last year's major legislative overhaul and the landmark series of copyright decisions from the Supreme Court of Canada, significant substantive changes are unlikely to be on the agenda for the foreseeable future.

Instead, my weekly technology law column (Toronto Star version, homepage version) argues that it is time for the government to set its sights on the Copyright Board of Canada, a relatively obscure regulatory body that sets the fees to be paid for the use of copyright works. The Board is largely unknown in public circles, but it has played a pivotal role in establishing the costs associated with private copying (including a one-time iPod levy), educational copying, and the use of music by Canadian broadcasters.

The litany of complaints about the Board has mounted in recent years: the public rarely participates in its activities due to high costs, it moves painfully slowly by only issuing a handful of decisions each year, and its rules encourage copyright collectives and users to establish extreme positions that make market-driven settlements more difficult.

Moreover, over the past ten months, the Supreme Court has ruled that its approach to fair dealing was unreasonable, the Board itself admitted to palpable error in a decision that resulted in a hugely inflated tariff, and it has ignored the will of Parliament in reshaping Canadian copyright law. The Board may keep a steady stream of lawyers and economists busy, but it is time to acknowledge that it is broken.

Last summer's five Supreme Court copyright decisions were all the result of appeals from Board decisions.? In the most closely watched case - that involving the scope of fair dealing for copying within Canadian education - the majority of court lambasted the Board's approach, using terms such as "flawed", "unreasonable", and "skewed" as well as questioning analysis reached despite an "evidentiary vacuum". The Board responded with a thinly veiled shot at the court.<p>Months later, the Board released decision involving a tariff for the reproduction of music works in cinematographic works for private use or for theatrical exhibition.? The Canadian Association of Film Distributors and Exporters had proposed a tiered tariff approach of a maximum of 2 cents per copy containing 30 minutes of music or more (less music would result in a lower tariff). </p><p>The Board mistakenly established a tariff of three cents per copy, incorrectly treating three tiers as three cents. The result was the prospect of royalties that were as much as 15 times higher than those proposed by the film distributors. The Board was later forced to acknowledge the error, admitting that the mistake resulted in procedural unfairness.? </p><p>Perhaps most troubling is the sense that the Board has little regard for the recent legislative and caselaw emphasis on the need for balance. The latest reforms included provisions that removed the need for payment for some copying by radio stations. The copyright collectives warned a House of Commons committee that the bill would "eliminate the revenues authors and publishers now received from broadcasters when reproductions of musical works are made and used for broadcasting purposes."</p><p>Soon after the bill took effect, the Canadian Association of Broadcasters filed an application with the Board to rescind the commercial radio tariff. The Board dismissed the application, arguing that the committee comments did not constitute a basis for statutory interpretation. Instead, it called the CAB's application "untenable" and engaged in its own statutory interpretation, suggesting that broadcasters might not be able to rely on the new exceptions.</p><p>The decision is par for the course for a board that has seemingly shifted from neutral arbiter to self-appointed copyright collective guardian with little regard for Parliament and the Supreme Court.?If the government is looking for the next copyright issue to examine, it might well focus on a board that is largely inaccessible to the public and content to craft its own view of copyright regardless of what the government legislates or the Supreme Court says. <!-- JOM COMMENT START --></p> <!-- Sharing toolbar --> <!-- Trackback Title--> <!-- 'Comments Title --> <!-- RSS Feed link below the title --> <!-- Hide/Show input form notice --> <!-- Placeholder for all comments. In healthy cells, it is a powerful "first responder," a vital part of the body's immune and inflammatory responses. It spends most of its life in the cell's cytoplasm, quietly awaiting orders. But when extracellular signals ? of a viral or bacterial invasion, for example ? set off chemical alarms, the cell unchains this warhorse, allowing it to go into the nucleus where it spurs a flurry of defensive activity, including the transcription of genes that trigger inflammation, promote cell proliferation and undermine cell death.</p> <p>Researchers have known for years that a hyperactive form of NF-kappa B that gets into the nucleus and stays there is associated with various cancers. But they didn't know what was keeping it active in the nucleus.</p> <p>"Normally in the cell NF-kappa B is in the cytosol, it's not in the nucleus, and it's not activated," said University of Illinois medical biochemistry professor Lin-Feng Chen, who led the new study. "You have to stimulate normal cells to see NF-kappa B in the nucleus. But in cancer cells without any stimulation you can see this nuclear form of NF-kappa B. The cell just won't die because of this. That is why NF-kappa B is so important in cancer."</p> <p>In the new study, Chen's group found that another molecule known to help regulate gene expression, called BRD4, recognizes a specific amino acid on a subunit of the NF-kappa B protein complex after the amino acid has been marked with a specific tag, called an acetyl group. This "acetylation" allows the BRD4 to bind to NF-kappa B, activating it and preventing its degradation in cancer cells.</p> <p>Previous studies had shown that BRD4's recognition of the acetylated subunit increased NF-kappa B activation, but this recognition had not been linked to cancer.</p> <p>BRD4 belongs to a class of molecules that can recognize chemical markers on other proteins and interact with them to spur the marked proteins to perform new tasks. Chemical "readers" such as BRD4 are important players in the field of epigenetics, which focuses on how specific genes are regulated.</p> <p>"In epigenetics, there are writers, there are readers and there are erasers," Chen said. The writers make modifications to proteins after they are formed, without changing the underlying sequence of the gene that codes for them. These modifications (such as acetylation) signal other molecules (the readers) to engage with the marked proteins in various ways, allowing the proteins to fulfill new roles in the life of the cell. Epigenetic erasers remove the marks when they are no longer of use.</p> <p>Such protein modifications "have been shown to be critically involved in transcription regulation and cancer development," the researchers <span id="vocabhighlighter635" class="vh-Default-pen" title="report">report</span>.</p> <p>To test whether BRD4 was contributing to the sustained presence of NF-kappa B in the nucleus of cancer cells, Chen and his colleagues exposed lung cancer cells in cell culture and in immune-deficient mice to JQ1, a drug that interferes with BRD4 activity. Exposure to JQ1 blocked the interaction of BRD4 and NF-kappa B, blocked the expression of genes regulated by NF-kappa B, reduced proliferation of lung cancer cells and suppressed the ability of lung cancer cells to induce tumors in immune-deficient mice, the researchers found.</p> <p>The researchers also discovered that depletion of BRD4 or the treatment of cells with JQ1 induced the degradation of the NF-kappa B subunit recognized by BRD4.</p> <p>Chen said that BRD4 likely prevents other molecules from recognizing the hyperactive NF-kappa B in the nucleus and marking it for degradation.</p> <p>"This is an example of how epigenetic regulators and NF-kappa B may one day be targeted for the treatment of cancer," he said.</p> <p>Researchers from Illinois biochemistry professor Satish Nair's laboratory and from the laboratory of James Bradner at the Dana-Farber Cancer Institute contributed to this study.</p> <p>###</p> <p>University of Illinois at Urbana-Champaign: http://www.uiuc.edu</p><p>Thanks to University of Illinois at Urbana-Champaign for this article. </p><p><b>This press release was posted to serve as a topic for discussion. That's yet to be confirmed by either party, and <em>Bloomberg</em> reports that the offer is a so-called stalking horse bid, which could still let others put in a higher offer of their own. In Britain, Google faces regulatory inquiries over its own tax policies, while Hewlett-Packard Co and Microsoft Corp have been called to Capitol Hill to answer questions about their own practices.</p> <p> U.S.-based multinationals do not have to pay U.S. corporate <span class="yshortcuts" id="lw_1369084029482_3">income tax</span> on foreign earnings as long as the earnings do not enter the United States. Accounting rules also let the companies avoid recognizing a tax expense if management intends to keep the earnings indefinitely re-invested overseas.</p> <p> KEY ISSUE</p> <p> In the submitted testimony, Apple said any <span class="yshortcuts" id="lw_1369084029482_5">tax reform</span> should favor lower corporate income tax rates regardless of revenue, eliminate tax expenditures and implement a "reasonable tax on foreign earnings that allows free movement of capital back to the US."</p> <p> "Apple recognizes these and other improvements in the US <span class="yshortcuts" id="lw_1369084029482_2">corporate tax</span> system may increase the company's taxes," it said, adding that it expects to pay over $7 billion in taxes to the US Treasury in its current fiscal year.</p> <p> Large U.S. companies boosted their offshore earnings by 15 percent last year to a record $1.9 trillion, avoiding hefty tax bills by keeping the profits abroad, according to research firm Audit Analytics.</p> <p> Corporate tax reform is a key issue for Apple as its offshore cash piles up, with sales outside of its home country accounting for two-thirds of the company's $43.6 billion in revenue during its fiscal second quarter. Over $102 billion of Apple's total $145 billion cash was held offshore as of the end of March.</p> <p> To mollify investors, the company will borrow money to pay for an expanded $100 billion cash return program for its investors, rather than repatriate its overseas cash at the present tax rate of 35 percent.</p> <p> Apple said in the testimony that it was able to borrow money for that program at a cost of less than 2 percent, which makes the interest rate on the debt lower than the dividend yield on the company's shares.</p> <p> (Reporting by Poornima Gupta and Edwin Chan; margin: 0 10px 7px 0;" width="100" />Tumblr is still shipping.?Despite all the noise surrounding the Yahoo-Tumblr acquisition, the company has just pushed out an update to its iOS application introducing a new user interface that now includes the almost Path-like post chooser, previously introduced in the Android version. This interface design is becoming more common today, but it’s most reminiscent?of things like Mac’s Fan Stack feature, for example, or social network Path, which popularized the concept on mobile devices. For those unfamiliar, the post chooser is the button you tap to add content to your Tumblr blog, including text, photos, video, quotes, links and more. Now, instead of having a compose button at the bottom right of the screen that launches a page of these options as a starting point for your post, in the updated version of Tumblr’s iOS app, the compose button will fan out the choices overlaid on your current window?as small, round tappable buttons. The revamped interface is the most notable change in today’s update, though Tumblr for iOS now also allows for app attribution in posts, according to its description in iTunes. The iOS version of Tumblr’s application was updated just last month, at that time forgoing the then Android-only interface, in favor of a feature that actually made Tumblr’s infamous animated GIFs animate when you scrolled down. "But it is a bit mistaken to group frontier markets all together because it is a very diverse group ... with diverse credit worthiness and default risk."</p> <p> Bolivia, Paraguay and <span class="yshortcuts" id="lw_1368969848872_6">Honduras</span>, three of Latin America's poorest nations with a collective gross domestic product of roughly $67 billion - less than half of war-torn Iraq's economy - have each recently debuted sovereign bond sales.</p> <p> Paraguay, a first-time issuer with no <span class="yshortcuts" id="lw_1368969848872_9">track record</span> of repaying foreign investors its debt, auctioned $500 million of sovereign bonds in January, four months before its presidential elections.</p> <p> "The election wasn't much of a worry because in Paraguay there is a fairly broad consensus among the policy makers and parties around economic policy-making and what is good for the country," Jaquier said, adding that politics play a big factor in investment decisions.</p> <p> The sale was nothing anyone anticipated. Investors grappled for a piece of the junk-rated 10-year bonds despite their paltry 4.625 percent interest. By contrast, highly rated General Electric <ge.n> 10-year bonds go for 0.58 percentage points more than Paraguay's.</ge.n></p> <p> Paraguay's debt offering, which had demand 12 times its total amount of debt for sale, or triple the norm, taps into the investor temperature for risk-taking and yield-hunting.</p> <p> It illustrates the unintended consequences of the more than $2.7 trillion the Federal Reserve has injected directly into the U.S. economy. More recently, the Bank of Japan (BOJ) has joined the fray, launching a $1.4 trillion asset-purchase program of its own.</p> <p> The aggressive policies of central banks like the Fed and BOJ have pushed investors - even conservative ones - to buy into more illiquid assets in underdeveloped and opaque markets that offer slightly higher returns, but at a much higher risk, amid persistently low rates for safer bonds.</p> <p> Jim Carlen, portfolio manager of Columbia Management's Emerging Markets Bond Fund, with $166 billion in assets agrees that investment is on a "country by country basis but if you look at all these countries as a whole, like Rwanda, Paraguay, Honduras, and you ask yourself: are you really getting compensated for the level of risk in these countries? I would argue not."</p> <p> "The tightness in the spreads that you are seeing in these countries is really a factor of the significant level of liquidity in global markets and significant inflows into emerging market fixed income specifically," Carlen added.</p> <p> The frothiness of investing in frontier markets are mounting, however.</p> <p> Not only are these small countries raising capital on international markets for the first time but are doing so at rock-bottom interest rates that would have been inconceivable less than half a decade ago.</p> <p> In late April, Rwanda, ravaged by genocide 19 years ago, sold $400 million of euro-denominated bonds, its first international debt sale, with a coupon of 6.625 percent, only half a percentage point above the average yield to maturity for a U.S. high-yield corporate bond, according to Bank of America Merrill Lynch Fixed Income Index data <.merh0a0>.</.merh0a0></p> <p> The deal, described by one underwriter as "priced to perfection," drew $3.5 billion in orders <l6n0dd3s9>.</l6n0dd3s9></p> <p> Frontier markets are considered a risky subset of an already risky asset class: emerging markets. Few have track records for making good on their obligations, and countries such as Argentina, have had a history of political upheaval and sudden regime changes.</p> <p> In 2002 Argentina defaulted on more than $100 billion, the biggest loss to sovereign debt investors in modern times, caused by weak economic policies, hyper-inflation, recession and extreme indebtedness.</p> <p> Investors, however, are picking and choosing their holdings by doing due diligence including traveling to the country and talking to all sectors of society. Many emerging market investors have offices throughout the world to stay on top of the regions's political and economic pulse.</p> <p> "If you look at Egypt, they are on the brink of collapse and you can chase it down to politics and their lack of willingness to address subsidies," Jaquier said. Since its Arab Spring 2011 revolution, Egypt has experienced instability in the banking system, absence of financing support, run-down of international reserves and a sharp rise in government funding costs among others.</p> <p> Before buying frontier debt investors assess default risk by how much debt the country holds, its fiscal and external balances, and how it can generate foreign exchange.</p> <p> "<span class="yshortcuts" id="lw_1368969848872_5">Paraguay</span> has very low debt, the central bank has been targeting inflation, and the budget process is fairly sound. They give us more confidence that the government will meet their obligations and it is going to want to pay its interest and repay our principle," Jaquier said. "Compared to other countries like <span class="yshortcuts" id="lw_1368969848872_7">Honduras</span>, where we are less positive, given their fairly high debt profile."</p> <p> Honduras issued their first international bond last year because they were running out of financing options domestically. Honduras last month issued a $500 million bond due in 2024 with a 7.5 percent yield, or 547.9 basis points over U.S. Treasuries.</p> <p> Access to global capital markets is allowing many frontier countries to lock in long-term financing at manageable interest rates. It is also helping some shed their dependence on official aid flows.</p> <p> For investors, it means a rapidly expanding universe of issuers, diversification, and higher average yields. And frontier economies are among the least indebted and fastest growing economies in the world.</p> <p> Big sovereign wealth funds such as the Abu Dhabi Investment Authority, the world's second biggest with $600 billion under management, and institutional investors including Standard Life Investments and Ashmore Investment Management, own frontier assets that in the past they would otherwise have turned down.</p> <p> Jan Dehn, co-head of research at emerging market specialist firm Ashmore Investment Management, which owns $78 billion in emerging and frontier market assets, said: "There is a bubble in fixed income, but it is found in the heavily indebted developed countries, not the <span class="yshortcuts" id="lw_1368969848872_4">frontier markets</span>."</p> <p> Dehn contends U.S. government bonds are riskier than frontier markets, saying a U.S. 10-year Treasury Note that yields around 1.65 percent provides inadequate compensation for inflationary risks he sees as likely to emerge.</p> <p> Still, Treasuries benefit from the U.S. dollar's status as the world's primary reserve currency, which helps burnish their global acceptance. And unlike nascent frontier issuers, the United States has an established track record of repayment.</p> <p> "In fairness, many of these so called more advanced emerging economies were all frontier countries at some time except that when they came to issue in the market in that point in time they didn't have this current liquidity condition," said Hari Hariharan, Chairman of NWI management a hedge fund that manages more than $2 billion in emerging market debt.</p> <p> (Reporting by Manuela Badawy; Former general <span class="yshortcuts" id="lw_1369037061013_1">Thein Sein</span> on Monday becomes the first <span class="yshortcuts" id="lw_1369037061013_2">Myanmar</span> president to be welcomed to the <span class="yshortcuts" id="lw_1369037061013_4">White House</span> in almost 47 years, crowning a dramatic diplomatic rehabilitation for his nation after years of international isolation.</p> <p>But activists are angry about President <span class="yshortcuts" id="lw_1369037061013_3">Barack Obama</span> hosting Thein Sein, and lawmakers are wary. The Myanmar leader has led the shift from decades of direct military rule, but has stalled on some reform commitments and failed to stop bloody outbursts of ethnic violence.</p> <p>Thein Sein previously served in a repressive junta, and his meetings at the White House and Congress would have been all-but-impossible before he took the helm of a nominally civilian government in 2011. His name was only deleted from a blacklist barring travel to the U.S. last September.</p> <p>He arrived in Washington Saturday, six months after Obama made history with an unprecedented U.S. presidential visit to the country also known as Burma. The administration's outreach to Myanmar's generals has provided an important incentive for the military to loosen controls on citizens and reduce dependence on China.</p> <p>Myanmar has been rewarded by relaxation of tough economic sanctions, and Thein Sein will be addressing U.S. businessmen keen to capitalize on the opening of one of Asia's few untapped markets.</p> <p>"<span class="yshortcuts" id="lw_1369037061013_5">President Thein Sein</span>'s visit underscores <span class="yshortcuts" id="lw_1369037061013_6">President Obama</span>'s commitment to supporting and assisting those governments that make the important decision to embrace reform," the White House said in its announcement of Monday's visit.</p> <p>It will be the first by a Myanmar leader since a September 1966 visit by Ne Win, an independence hero-turned dictator, who began the nation's descent from regional rice bowl to economic basket case. Thein Sein visited New York last September for the U.N. General Assembly but did not come to Washington.</p> <p>The U.S. last month announced it is considering duty-free access for Myanmar to U.S. markets, and there could be progress Monday toward a bilateral trade and investment framework agreement.</p> <p>The most significant outcome of Thein Sein's trip could be a symbolic one. Obama is expected to use "Myanmar" ? the country name adopted by the junta in 1989 ? when he meets Thein Sein. However, the U.S. will keep using "Burma" in official documents.</p> <p>Thein Sein will be accorded the protocol due to a foreign president, yet his Washington welcome will pale next to that granted last September to Nobel laureate Aung San Suu Kyi, the opposition leader who met Obama and was presented by Congress with the highest civilian award it can bestow.</p> <p>Human rights activists and Myanmar campaigners have sharply criticized the administration for inviting Thein Sein, arguing it sends the wrong message and wastes leverage to press for further democratic change. The administration says it is important to signal U.S. support for his reform agenda, likely still opposed by military hardliners.</p> <p>Ahead of the trip, Myanmar released at least 19 political prisoners in what has become a pattern for amnesties that coincide with high-profile international meetings as a way of highlighting the government's benevolent policies. Right groups say at least 160 political detainees are still held.</p> <p>The government has permitted the International Committee of the Red Cross access to its notorious prisons for the first time in seven years. But hasn't allowed adequate humanitarian access to conflict zones where tens of thousands have been displaced. As Gene Healy mentions, numerous presidents have used the IRS as a political weapon. Patients with treatment-resistant major depression saw dramatic improvement in their illness after treatment with ketamine, an anesthetic, according to the largest ketamine clinical trial to-date led by researchers from the Icahn School of Medicine at Mount Sinai. The antidepressant benefits of ketamine were seen within 24 hours, whereas traditional antidepressants can take days or weeks to demonstrate a reduction in depression.</p> <p>The research will be discussed at the American Psychiatric Association meeting on May 20, 2013 at the Moscone Center in San Franscico.</p> <p>Led by Dan Iosifescu, MD, Associate Professor of Psychiatry at Mount Sinai; Sanjay Mathew, MD, Associate Professor of Psychiatry at Baylor College of Medicine; and James Murrough, MD Assistant Professor of Psychiatry at Mount Sinai, the research team evaluated 72 people with treatment-resistant depression -- meaning their depression has failed to respond to two or more medications -- who were administered a single intravenous infusion of ketamine for 40 minutes or an active placebo of midazolam, another type of anesthetic without antidepressant properties. Patients were interviewed after 24 hours and again after seven days. After 24 hours, the response rate was 63.8 percent in the ketamine group compared to 28 percent in the placebo group. The response to ketamine was durable after seven days, with a 45.7 percent response in the ketamine group versus 18.2 percent in the placebo group. Both drugs were well tolerated.</p> <p>"Using midazolam as an active placebo allowed us to independently assess the antidepressant benefit of ketamine, excluding any anesthetic effects," said Dr. Murrough, who is first author on the new report. "Ketamine continues to show significant promise as a new treatment option for patients with severe and refractory forms of depression."</p> <p>Major depression is caused by a breakdown in communication between nerve cells in the brain, a process that is controlled by chemicals called neurotransmitters. Traditional antidepressants such as selective serotonin reuptake inhibitors (SSRIs) influence the activity of the neurotransmitters serotonin and noreprenephrine to reduce depression. In these medicines, response is often significantly delayed and up to 60 percent of people do not respond to treatment, according to the U.S Department of Health and Human Services. Ketamine works differently than traditional antidepressants in that it influences the activity of the glutamine neurotransmitter to help restore the dysfunctional communication between nerve cells in the depressed brain, and much more quickly than traditional antidepressants.</p> <p>Future studies are needed to investigate the longer term safety and efficacy of a course of ketamine in refractory depression. Dr. Murrough recently published a preliminary report in the journal Biological Psychiatry on the safety and efficacy of ketamine given three times weekly for two weeks in patients with treatment-resistant depression.</p> <p>"We found that ketamine was safe and well tolerated and that patients who demonstrated a rapid antidepressant effect after starting ketamine were able to maintain the response throughout the course of the study," Dr. Murrough said. "Larger placebo-controlled studies will be required to more fully determine the safety and efficacy profile of ketamine in depression."</p> <p>The potential of ketamine was discovered by Dennis S. Charney, MD, Anne and Joel Ehrenkranz Dean of the Icahn School of Medicine at Mount Sinai, and Executive Vice President for Academic Affairs of The Mount Sinai Medical Center, in collaboration with John H. Krystal, MD, Chair of the Department of Psychiatry at Yale University.</p> <p>"Major depression is one of the most prevalent and costly illnesses in the world, and yet currently available treatments fall far short of alleviating this burden," said Dr. Charney. Anger over President <span class="yshortcuts" id="lw_1368689983041_1">Barack Obama</span>'s policies drove businessman <span class="yshortcuts" id="lw_1368689983041_4">Tom Zawistowski</span> to file paperwork with the Internal Revenue Service nearly three years ago to create the <span class="yshortcuts" id="lw_1368689983041_2">Ohio Liberty Coalition</span>.</p> <p>His nonprofit organization largely attracted conservatives who were new to politics but concerned about the growth of government, fiscal issues and perceived threats to Americans' constitutional protections. It eventually swelled to more than 20,000 members, becoming one of the region's largest groups affiliated with the national <span class="yshortcuts" id="lw_1368689983041_3">tea party movement</span> that emerged in the early months of Obama's first term.</p> <p>Over the next few years, the Ohio Liberty Coalition would raise thousands of dollars to bus activists to rallies, run phone banks, rent a tent at a local fair, and knock on roughly 40,000 doors across Ohio to challenge the president and his fellow Democrats in the 2012 elections.</p> <p>All the while, the organization was locked in a battle with the nation's tax enforcement agency over whether it should be granted tax-exempt status.</p> <p>"They expected me to turn over the names of our members to the IRS. You'd have to kill me to get me to do that," said <span class="yshortcuts" id="lw_1368689983041_8">Zawistowski</span>, who was among the first tea party leaders to formally protest the agency's actions last year. "I wouldn't accept tyranny."</p> <p>It often takes "social welfare organizations" a year to get tax-exempt status, which requires them to prove they're not primarily devoted to politics. But the IRS acknowledged last week that it inappropriately applied heightened scrutiny to conservative groups even though it's supposed to regulate the nation's tax laws without political interference. The revelation drew criticism from Republicans and Democrats, sparked a Justice Department investigation and prompted Obama to call the allegations "outrageous" if true.</p> <p>The episode has pumped new energy into the tea party movement after a disappointing 2012 election season and created a bipartisan political headache for Obama at a critical time as he looks to get as much of his agenda passed as possible before all the focus shifts to next year's midterm congressional elections.</p> <p>Zawistowski's experience is not uncommon among tea party and conservative groups.</p> <p>As it did with other conservative groups, the IRS largely ignored Zawistowski's application for a year and a half and then refused to approve his nonprofit status unless he revealed the identity of the group's members, times and location of group activities and printouts of its website and Facebook pages, according to IRS correspondence reviewed by The Associated Press.</p> <p>The IRS also requested "detailed contents of the speeches or forums, names of the speakers or panels and their credentials" for all future and past public events, according to one of the IRS letters.</p> <p>"The intent of this was to hurt the ability of <span class="yshortcuts" id="lw_1368689983041_5">tea party groups</span> to function in an election year. They were successful to a degree," said Zawistowski, a 57-year-old businessman who had virtually no political experience before joining the tea party movement. "It took an enormous amount of time and energy for me to handle this."</p> <p>The IRS has refused to discuss individual cases, but it has apologized for "inappropriate" targeting of conservative political groups during the 2012 election to see whether they were violating their tax-exempt status. The agency blamed low-level employees in a Cincinnati office for targeting applications with words such as "tea party" and "patriot." In January 2012, the criteria for additional screening were updated to include references to the Constitution or the Bill of Rights.</p> <p>In some cases, the IRS acknowledged, agents inappropriately asked for lists of donors.</p> <p>There is no definitive listing of the hundreds of tea party groups that sprung up across the nation in the past four years, but an AP analysis of 93 organizations that describe themselves as "tea party" or "patriot" groups found that many, like Zawistowski's, appear to have operated on small budgets.</p> <p>Just two dozen of those <span class="yshortcuts" id="lw_1368689983041_9">organizations</span> raised more than $20,000 in a single year, according to tax returns submitted by tea party groups between 2009 and 2011.</p> <p>The Richmond Tea Party, based in Richmond, Va., began its application for tax-exempt status in December 2009 but didn't receive the status until July 2012, after more than two years had passed.</p> <p>The group's executive director, Laurence Nordvig, called the experience "like your worst audit nightmare."</p> <p>"I liken it to the movie 'Groundhog Day.' It's Groundhog Day every day," he said, referring to the movie in which a man relives the same day over and over. "Dealing with this was like dealing with tax day every day for two and a half years. It was like a cloud that hung over the organization."</p> <p>The controversy partly is rooted in the patchwork oversight by federal agencies over the rapidly evolving realm of national political spending. In recent years, interest groups across the political spectrum have taken advantage of the tax code to set up tax-exempt organizations able to shield their donors' identities while scooping up millions of dollars in donations to pay for massive election-year media campaigns and voter information efforts.</p> <p>The IRS typically treats these nonprofit operations as "social welfare" groups, allowing them to raise unlimited amounts of donations and keep their donors' identities secret, as long as they show that they do not primarily engage in political activities.</p> <p>The 2012 national elections were dominated by free-spending political operations that blended the use of nonprofit advocacy groups with a separate new breed of "super" political action committees, or super PACs, spawned by a series of court cases, including the Supreme Court's 2010 Citizens United decision.</p> <p>Good government groups and several Democratic senators, notably Sen. Chuck Schumer, D-N.Y., have pressed the IRS recently to look more skeptically at the nonprofits' internal operations, claiming some groups were far more politically active than they let on. But lawyers for tea party groups say many low-budget grass-roots conservative organizations ended up being swept up in IRS audits instead of the larger nonprofits.</p> <p>The most well-funded nonprofit <span class="yshortcuts" id="lw_1368689983041_6">tea party</span> group targeted by the IRS appears to be the <span class="yshortcuts" id="lw_1368689983041_7">Tea Party Patriots</span>, a Georgia-based organization that grew dramatically between 2009 and 2011. The group raised $706,000 in 2009, but revenues surged to $12.2 million in 2010 and $20.2 million in 2011, according to tax filings.</p> <p>The sources of the group's sudden largess are unknown because donors' identities remain secret under IRS rules.</p> <p>Alan Dye, an attorney for the Tea Party Patriots, said the IRS has been "very vague" about the rules governing social welfare organizations. "You shouldn't have to guess about the rules," said Dye, who represents six groups that fielded invasive questions from IRS agents.</p> <p>While some of his clients were asked and subsequently refused to reveal donors, he said groups have been most affected by the lengthy delays in IRS' processing. Standard tax-exempt applications generally take about a year to process, he said. The Tea Party Patriots has already been waiting 30 months for its approval.</p> <p>The Ohio Liberty Coalition first applied in June 2010 and had its tax-exempt status approved exactly one month and one day after Obama won re-election in 2012. While waiting, Zawistowski said, he and his wife's personal finances were audited.</p> <p>"The question is, how do we stop this from happening again?" he said.
